Roll Willpower vs. Level of Path +3, and spend a Blood Point to activate power unless otherwise stated.

The number of Successes dictates how long it takes for the power to take effect. One Success transilates into about a day, while five makes it instantanious. Plus, the current weather situation may make the initial roll more Difficult. After all creating lightning strikes on a clear night as opposed to a rainy night would seem a bit more difficult, no?
 

Fog
(Light Breeze, Minor Temperature Change)
+1 Difficulty on all Perception related tests involving sight and hearing. Also effectiveness ranges for Ranged Weapons are halved.

Rain or Snow 
+2 Difficulty on all Perception related tests involving sight and hearing. Also effectiveness ranges for Ranged Weapons are halved. Also, all Drive tests are at +2 Difficulty.

High Winds
(Moderate Temperature Change)
+1 Difficulty to Firearms tests, +2 for any other Ranged Weapon. Also, during strong gusts Dexterity rolls might be required to keep one's balance.

Storm
Combine effects of Rain or Snow and High Winds.

Lightning Strikes
Inflicts 10 Dice of Leathal damage. Overides the affect of any body armor.
